Trash, Recycling, Snow & Streets in Villa Hills
On Carpenter's Trace, trash and recycling go out for Rumpke on Tuesdays. Beyond pickup day, the Villa Hills Public Works crew handles city streets, plowing, signs and parks, while a few busy roads belong to the state or county. Here’s how it all works and who to call.

Trash and recycling pickup
The city contracts weekly trash and recycling collection with Rumpke of Cincinnati. Carpenter's Trace is on the Tuesday route, along with streets like Amsterdam Rd, Ann Street, Collins Rd, Highwater, Kenridge Drive, River Road and Rogers Rd (from Buttermilk to Amsterdam). There is no pickup Friday through Sunday.
Put cans out no earlier than 4 PM the day before pickup, and bring cans, carts and totes back in the same day as pickup.
Need a trash can? Call Rumpke and they’ll drop one off. Recycling bins are free to pick up yourself at the Public Works garage next to the police station, 719 Rogers Rd. Prospect Pointe residents should check with their own management, since that area has a separate contract.
What goes where
- Recycle (rinse containers first): plastic bottles, jugs and tubs; glass bottles and jars; aluminum cans; steel cans and lids; paperboard like cereal boxes; cardboard; office paper; envelopes and junk mail; newspapers, magazines and inserts; phone books and catalogs; cartons.
- Trash: plastic bags; Styrofoam packing, containers and cups; wearable clothing and shoes; greasy pizza boxes, takeout containers, multilayer bags and candy wrappers; solid paint; broken glass or light bulbs if properly contained.
- Keep out of the trash: drywall, concrete, bricks, rocks, drums or barrels, and motor or cooking oil. By federal law Rumpke also can’t take batteries, tires, liquids, combustibles or household hazardous waste.
- Yard and household containers set at the curb are assumed to be trash.
Brush, yard waste and bulk items
Brush must be bundled in sections no longer than 4 feet and under 75 pounds, and every container has to be light enough for one person to handle. For large items or big brush piles, call Rumpke at 877-786-7537 to arrange a separate pickup.
Public Works does not pick up trash, yard waste or dead animals from private property. After Christmas each year, the city designates a drop-off spot where residents can bring their trees for mulching; you have to haul the tree there yourself.
The city’s website does not publish a separate leaf-collection program. If you have a big leaf or yard-waste load, ask Rumpke or call City Hall at (859) 341-1515.
Snow emergencies and plowing
Snow emergencies can be declared by the state, county or city, and the cities follow Kenton County’s lead. When one is in effect, parking on any Villa Hills street is illegal (Ordinance 74.24) and police can ticket and tow. The Fall 2025 newsletter adds that a city-wide snow emergency takes effect automatically once 2 inches of snow have fallen.
It takes the crew about 4 hours to plow every city street once, and the crew often stays overnight at the garage during storms. Plowed snow has to go somewhere, so expect a mound at the end of your driveway; the city can’t come back to clear driveway aprons. Please don’t shovel or blow snow back into the street; pile it on the grass beside your driveway and mailbox, and tell your snow contractor the same.
You’ll hear about snow emergencies on the city and police Facebook pages, the city website home page, local news and radio, and, in serious cases, emergency alerts to your phone.
- Level I: roads hazardous with blowing or drifting snow and possible ice. Drive cautiously.
- Level II: roads hazardous. Only necessary travel; check with your employer about reporting to work.
- Level III: roads restricted to emergency personnel, travel for work, provisions or medical needs, and private snow removal. Violators can be prosecuted.
Plow damage to your mailbox or yard
Minor damage to mailboxes and lawns is common with residential plowing. Call City Hall at (859) 341-1515 right away. Public Works will come look and decide whether a city truck caused it or something else did (such as a car or a state salt truck). If it was the city, repairs happen in spring when grass and concrete can actually be fixed. Sprinkler heads placed in the city right-of-way are not replaced if damaged.
Which roads the city maintains
Most Villa Hills streets are city streets: report potholes, debris and similar problems to City Hall at (859) 341-1515. A few roads belong to other agencies, and reporting to the right one gets things fixed faster. If a road issue is an immediate danger, call 911 and police will close the road and notify the right agency.
- State routes (Kentucky Transportation Cabinet, District 6): all of Collins Road, Amsterdam Road from Collins Road to River Road, and all of River Road (Route 8). Potholes: 1-800-PATCH-IT. Office: (859) 341-2700, weekdays.
- County roads (Kenton County Public Works, 859-392-1920): Highwater Road from Riverwatch Drive to the Bromley city limits, and “Short Amsterdam” from Highwater to Bromley Crescent Springs Road.
- Western Reserve Road is entirely in Crescent Springs. For roads split between the two cities, report to either and they’ll sort out who handles it.
Street lights, drainage and sidewalks
Street lights are owned and repaired by Duke Energy, not the city. Report outages directly to Duke using its street light map; the city says that’s usually faster than going through City Hall.
Drainage problems on private property are the homeowner’s responsibility, but Public Works is happy to give advice or visit. Call (859) 341-1515 to set it up.

Public Works is at 719 Rogers Rd, across from City Hall, and is reached through City Administration at (859) 341-1515 during business hours. The crew handles signage, road repairs, snow removal, park upkeep and city buildings. They don’t act on anonymous complaints, so leave your name and number.
