Villa Hills is run by an elected mayor and six council members, backed by a small administrative staff on Rogers Road. Here’s who they are, when they meet, where to find the paperwork, and how city property taxes work.

Mayor Heather Jansen is in her second term. Council members each chair a committee. The city notes that council phone numbers go straight to voicemail; email is usually the faster way to reach them.

When council meets

Regular council meetings are on the 3rd Wednesday of every month at 6:30 p.m. That’s where the mayor and council hear committee reports, introduce and vote on ordinances, and discuss city issues.

Caucus meetings are held quarterly on the 2nd Wednesday at 6:30 p.m. in March, June, September and December. They’re working sessions for pending legislation, though council can vote on pressing matters in certain situations allowed by city code.

Meetings are held in council chambers at 719 Rogers Road (council minutes call it the Dennis M. Stein Municipal Building). Anyone can attend.

Council committees mix council members and resident volunteers and do much of the detailed work. The mayor and department heads usually attend. Times below are as published on the city’s government and calendar pages; council revised the committee schedule by ordinance in January 2025 (O-2025-03), so it’s worth calling City Hall to confirm before you go.

Regular council meetings are broadcast live by the Telecommunications Board of Northern Kentucky (TBNK) and rebroadcast throughout the month. TBNK also keeps an on-demand archive of past Villa Hills meetings.

Ordinances and public notices

Since 2020, Kentucky law lets cities publish ordinances on their website instead of in the newspaper. Villa Hills posts them on its Notices and Ordinances page; most stay up for 90 days, and budget or finance ordinances stay up for one year. The page also carries bid solicitations (for example, the sodium chloride road-salt bid for October 1, 2026 through September 30, 2027, which was due September 9, 2026) and job postings.

Recent ordinances worth knowing about include the FY 2026–2027 budget (O-2026-05, June 9, 2026), adoption of the Uniform Residential Landlord and Tenant Act as new Chapter 155 (O-2026-06, September 16, 2026), the 2026 property tax rates (O-2026-07) and a change to how the garbage assessment is set (O-2026-08).

Minutes, budgets, audits and reports

The Transparency page is the city’s filing cabinet. It holds council meeting minutes (2022 through 2026), caucus and special meeting minutes, monthly financial statements, monthly police and fire reports, Fire Authority reports and audits, Ethics Board annual reports, annual police reports, audited annual financial statements, the roadwork 10-year plan, the Rogers Bridge inspection report and fall newsletters going back to 2019.

Annual reports stay on the site for three years and are then archived. Archived reports are available through a written open records request to the Administration Office. Note that the most recent monthly financials (June–August 2026) are marked unaudited.

Open records requests

Villa Hills follows Kentucky’s Open Records Act (KRS Chapter 61). Requests must be in writing and go to the City Clerk by mail (720 Rogers Road, Villa Hills, KY 41017) or email ([email protected]). Include your name, mailing address, email and phone, the specific records you want, whether it’s for commercial use, verification that you are a Kentucky resident, and your signature.

The clerk responds within five working days. Copies for non-commercial use may cost 10 cents per page plus media and postage costs; staff time is not charged for non-commercial requests. Commercial requests may require a contract and staff time charges. Fees are paid before copies are made. Police records use the same form (send to Chief Hall and copy the clerk), and the fire department handles its own requests.

City taxes

City property tax bills are due October 1 each year. Payment must be made (or postmarked) by November 30 to avoid penalties. Under the 2026 tax ordinance, unpaid taxes become delinquent after November 30 (or the next business day if it falls on a weekend or holiday) and pick up a 15% penalty plus 6% annual interest and collection costs, and the city holds a lien on the property. There is no early-payment discount.

For 2026, council set the real estate rate at 21.5 cents per $100 of assessed value and personal property at 10.0 cents per $100 (O-2026-07, passed September 16, 2026). For comparison, the 2025 real estate rate was 20.9 cents per $100.

If your mortgage company pays your taxes through escrow, the city says it’s your job to forward the bill to them.

  • Online: look up and pay your bill through the city’s tax portal (3% convenience fee; credit cards accepted online only). Online payments take 2 business days to show as paid.
  • In person: check or money order at City Hall, 720 Rogers Rd, during office hours.
  • After hours: the drop box outside the City Hall door.
  • By mail: postmarked by November 30.
  • The Fall 2025 newsletter also lists Heritage Bank in Crescent Springs and a mail lockbox as payment options.

Garbage assessment

Trash pickup isn’t a separate bill from Rumpke; the city levies an annual waste collection assessment on each occupiable building (Prospect Point is exempt because its HOA has its own contract). For the July 2025–June 2026 year it was $5.98 per week, or $310.92 per year. Ordinance O-2026-08 (September 16, 2026) dropped the fixed dollar figure; starting July 1, 2026 the assessment follows the city’s most recently approved solid waste contract and can change each year. The ordinance doesn’t state the new amount, so check your tax bill or call City Hall.
